Massachusetts Public Defenders (The Committee for Public Counsel Services) began a specialized trial unit in 2005 to represent former sex offenders in civil confinement cases under the Commonwealth’s “Sexually Dangerous Persons” law. The office has successfully secured the liberty of 86 former sex offenders (as of July 4, 2012). Of those 86 individuals fewer than 5 have re-offended with a new sex crime. Of those who did recidivate, half did so with a non-hands-on offense such as indecent exposure.
